Getting Vietnamese Origin Right on Machined Parts

Most buyers moving machining work to Vietnam are doing it for origin. It is worth being precise about what creates origin, because the paperwork is checked and the assumption people make is usually wrong.

Origin follows the transformation, not the invoice

A part is Vietnamese origin when the substantial transformation happens in Vietnam. For machining that generally means the material arrives as stock and leaves as a finished part, cut in Vietnam.

What does not create origin is a Vietnamese company buying finished parts from elsewhere and re-invoicing them to you. This happens, it is checkable, and when it unwinds it unwinds at your expense rather than the seller’s.

Ask directly where the cutting happens. If a shop is subcontracting the machining, ask where to.

What to agree before the order

  • Which certificate form the buyer needs, named on the order.
  • Who applies for it and how long it takes.
  • What the commercial invoice must say, matched to what is in the crate.
  • The HS code you and the shop will both use.

Settle these in writing at order stage. The alternative is discovering a mismatch when the goods are already on the water, which is the expensive version of the same conversation.

On tariff rates

This page does not quote a rate. Rates, surcharges and expiry dates move, and a figure published once and left alone becomes wrong quietly. Your broker has the current position for your code and origin; that is the number to price against.

What is durable is the structural point: Vietnam is a separate country of origin from China, and that is the reason most of this work moves.

Send an RFQ and we will match the part to shops that have exported before and can produce the documents without being walked through it.

Questions

Does buying from a Vietnamese company make my parts Vietnamese origin?

No. Origin follows where the substantial transformation happens, not where the seller is registered. A company in Vietnam that buys finished parts elsewhere and re-invoices them is not giving you Vietnamese origin, and that position will not survive a customs query.

What tariff rate applies to my part?

We do not publish rates here. Tariff lines, surcharges and their expiry dates change often and some change with little notice, so a number on a web page is a liability rather than a help. Ask your customs broker for the current position on your HS code and origin before you price anything.

Who issues the certificate of origin?

In Vietnam it is normally issued through the authorised chambers or the relevant ministry body, applied for by the exporter. What matters commercially is that you agree at order stage which form the buyer needs and who applies for it, because the wrong form can cost you a preference you were counting on.
